If it is planned to use the LED board in this manner the simple addition of a resistor will protect the LEDs.
For this item a resistor of 7.5 ohms and one watt is advised.

Pros: Good item provided you follow the instructions above for vehicle use. 
Cons: Will fail at charging voltages without protection 
Other Thoughts:  
Bottomline: A good buy. If you cannot make up a 7.5 ohm resistor I advise, just choose the next higher value. The loss of brightness will be very little

Pros: I have not purchased this item. It is similar to other LED boards in this style offered by DX and there could well be the same problem. With proper precaution in use it should be just as excellent a purchase.

Cons: The LEDs are liable to failure at the charging voltages produced in an automobile alternator.  
Other Thoughts:  
Bottomline: The simple solution is to add a 7 or 8 ohm, 1 watt resistor in the red power wire. 
Do this and all should be fine
